When developing a strategic plan, Phoenix’s City Council was intentional about designing with an equity lens in mind. Programs were designed to extend services to target groups and vulnerable populations, such as individuals without homes, seniors, veterans, and youth groups. Phoenix's strategic plan includes 65 programs, spanning areas such as COVID-19 and vaccine efforts; homelessness and mental health services; family financial assistance; and food insecurity.
