Philadelphia identified five strategic focus areas to guide the allocation of its ARPA funds: 1) quality education for all; 2) a safer and more just city; 3) health equity for all; 4) an inclusive economy and thriving neighborhoods; and 5) a diverse, efficient, and effective government.
In January 2020, Mayor Kenney issued Executive Order No. 1-20 to prioritize diversity, equity, and inclusion in the City. The Executive Order creates a framework across departments to guide Philadelphia’s efforts to dismantle policies and practices that have perpetuated racial inequity while creating policies and employing practices that will promote more racially equitable workforce, budget, procurement, and service outcomes.
The City has a plan called "Growing with Equity: Philadelphia’s Vision for Inclusive Growth" to reduce race-based disparities and improve outcomes in the community. The plan identified six key indicators that included raising household income, increasing job growth, reducing poverty, decreasing disparities in income, unemployment, and education among different racial groups.
The City has an Office of Diversity, Equity and Inclusion which engages individuals at every level of government in a coordinated effort to center equity as both a process and an outcome.
By the end of 2023, all city departments under the mayor will create a plan for promoting racial equity. This includes examining budgets, services, procurement, and community engagement to create policies and practices that achieve equitable outcomes for all residents. The Office of Diversity, Equity, and Inclusion and outside consultants will help departments identify root causes of inequity and develop priority strategies for implementation.
