The City of Madison’s five priorities for its ARPA community investments (violence prevention and youth engagement, homelessness support, affordable housing, emerging needs, and economic development) seek to directly serve residents who are Black, Indigenous, and People of Color (BIPOC), people living with lower incomes, and people who are otherwise marginalized.
Madison's Common Council adopted legislation establishing an equity impact model. This legislation as well as many of the City’s equity tools can be found in the RESJI Briefing Book. This book includes many of the original pieces of the City of Madison's Racial Equity and Social Justice Initiative. Madison also has a Language Access Plan resolution, which centers on language access equity.
The City of Madison has established a strategic plan to establish goals and monitor progress for residents. This framework consists of three plans, one of which is Imagine Madison, where equity is a guiding principle.
Madison has a Department of Civil Rights that is responsible for ensuring that the rights of all people are respected and that all persons are given the equal opportunities to succeed based upon their personal merits. This department oversees the Racial Equity and Social Justice Initiative that aims to establish racial equity and social justice as a core principle in all decisions, policies, and functions of the City of Madison.
Madison has many equity tools available for city staff and residents. All city employees are regularly encouraged to reference these tools when decision making. These include tools such as the Comprehensive Racial Equity Analysis, the Equitable Hiring Tool, and Equitable Workforce Plans which help check for the equitable implementation of practices and procedures. The City also has a Public Participation Resource Guide, which speaks to how the City selects projects and engages the community.
