Equity is one of the City’s five values of service, and the Office of Equity and Inclusion developed an Equitable Investment Framework that aims to address the impacts of the pandemic and historic inequities while building resilient communities.
In 2018, The Dallas City Council approved the Dallas Resilience Strategy, which called for the advancement of equity in city government through an analysis in service delivery, strategic planning, and budget allocation. In March 2021, Dallas approved Resolution No. 21-0503, committing to promote equity and dismantle racism through all city policies, use equity principles in developing and evaluating the City’s budget, work with the community to find innovative solutions, and create a racial equity action plan in collaboration with external stakeholders.
The Dallas Racial Equity Plan is a strategic framework developed in collaboration with local communities intended to advance equity and assist city leaders by establishing short, mid, and longer-term goals to minimize existing inequities.
Dallas launched an Equity Core Team in 2019 as a part of the Dallas Resilience Strategy, and has since expanded into the Office of Equity and Inclusion (OEI) with four divisions (Human Rights, Fair Housing, Welcoming Communities and Immigrant Affairs, and Equity). The goal of OEI is to support city government in understanding, addressing, and dismantling racism to equitably advance human and social services, economic development, and public safety.
In May 2019, Dallas City Council adopted Equity Resolution 19-0804 establishing the Budgeting for Equity process utilizing an Equity Tool to make every effort to commit more resources to areas and populations based on data where needs are greatest to intentionally close gaps and increase opportunities for Dallas residents.
